As a pre-revenue company, we are poised for rapid growth and expansion, with plans to establish manufacturing plants globally. At the development company level, we have successfully secured funding at the project entity level, our first project has received investor funding and a second project entity has received a government grant.
The Contracts / Procurement Engineer will lead procurement and contract administration as well as engineering / technical support on contract processes, by coordinating and executing complex contract formation for major civil and MEI construction packages within Arcadia’s eSAF projects. This role spans early-stage contracting strategy through tendering, negotiation, and execution of high-value EPC and construction contracts (typically €200–300M) associated with the ENDOR project situated in Vordingborg, Denmark. Reporting to the VP Technology & Projects, the position requires strong commercial , technical and business acumen, deep experience in large-scale industrial projects, and the ability to manage interfaces between technical, engineering, legal, and finance teams. The ideal candidate combines complex procurement capability with hands-on execution skills in a fast-paced project development environment. This role is a member of the growing integrated Arcadia Owners and Project Management Services/Consultant team that leads the overall integration across 2 EPC contractors, OEMs, large Civil and MEI Construction Lot contractors directly contracted by Arcadia. This roles interfaces closely with the Arcadia's Legal Lead supporting Technology & Projects.
1. Procurement & Contract Planning
- Develop procurement plans aligned with project objectives and timelines.
- Give input and supply market information during the contracting process to get effective overall outsourcing and contractual mechanisms that support the successful delivery of the project.
- Give contracting and procurement input to the overall project schedule
- Create a vendor list, carry/coordinate out assessment and due diligence.
- Coordinate shortlisting and vendor selection
- Frame contracting models for EPC, PMC and construction packages.
- Support risk allocation and commercial structuring for high-value contracts.
2. Tendering & Bid Management
- Assist in the development of pre and post contracting strategies, plans and tactics in collaboration with projects team.
- Prepare RFQs/RFPs, selection criteria and tender documentation for civil, transport/lifting and MEI scopes.
- Coordinate bidder evaluation frameworks and lead technical/commercial assessments.
- Manage clarification processes and ensure transparent, competitive tendering.
3. Contract Negotiation & Administration
- Negotiate terms and conditions with Tier I contractors and vendors.
- Draft and review complex contractual documents, commercial terms and conditions including SoW and technical annexes to best serve and protect the Company’s interests.
- Administer contracts through execution, including variation orders and claims – provide advice, insights for full contract cycle from pre-award to post-award and carry out contract management.
4. Interface & Risk Contractual Derisking
- Maintain interface registers across EPC, PMC, and site construction contracts.
- Support technical assurance reviews and risk mitigation strategies.
- Align procurement schedules with overall project timelines and risk exposure.
5. Supplier & Stakeholder Engagement
- Liaise with OEMs, EPCs, and strategic vendors to ensure timely delivery.
- Build and maintain supplier relationships and performance monitoring through KPI performance system and methodology.
- Represent Arcadia in select vendor negotiations and progress meetings – maintain and update vendor lists.
6. Reporting & Decision Support
- Prepare procurement status reports and dashboards for senior management.
- Support investment committee and board reviews with technical/commercial and contractual inputs.
- Maintain accurate documentation for lenders, insurers, and external partners and stakeholders.
Education
- BSc or MSc in Civil, Mechanical, Electrical, or Industrial Engineering or Supply Chain Management (or equivalent).
Experience
- 8–12 years in procurement and contract management for large EPC & EPCm projects.
- Proven track record in civil and MEI construction contracts >€200M.
- Familiarity with EPC/PMC hybrid contracting models and claim management.
- Experience in Danish and/or Nordic contracting and procurement would be a pre.

- Combines technical depth in one or more engineering disciplines with commercial experience
- Highly organized, detail-oriented and able to work independently
- Excellent interface coordination and risk management instincts.
- Skilled communicator across internal and external functions - strong communication skills (including verbal and written).
- Proficient with procurement systems (SAP, Oracle) and MS Office tools.
- Structured, hands-on, and comfortable working across multiple fast-moving projects.
- Travel: up to 25% (domestic and international)
